Lawmakers begin probe of N4trillion leakage

The Senate Committee on Customs, Excise and Tariff, has commenced investigation into over N4trillion revenue leakage in the Nigeria Customs Service (NCS) between 2006 and 2016.

Chairman of the committee, Sen. Hope Uzodinma, told newsmen in Abuja that his committee would stop at nothing in recovering the money.


Preliminary investigation by the committee, he said, revealed that the N4trillion leakage was as a result of various forms of infractions including abuse and non-implementation of Form M (foreign exchange form).

He noted that other factors that may have been responsible for the leakage could have been wrong classification of cargo under harmonized system codes, non-screening of cargoes coming into the country and lack of adequate ICT infrastructure for revenue collection.

Uzodinma said that cancellation of pre-arrival assessment reports, abandonment of single goods declaration may also have been responsible for the leakage.

He said, “The Senate Committee on Customs has condemned the inability of the technical committee on the implementation of comprehensive import supervision scheme to ensure that the provisions of the Act are followed to the letter.


“The committee frowns at the quantum of revenue losses and it will stop at nothing in ensuring that those involved in this ugly act would return all recoverable monies with them.

“The committee also frowns at the level of collusion and corruption within the Customs Service.

“At the end of our current investigation, all these will become a thing of the past and customs revenue will be enhanced and non-oil revenue will be improved upon.

“What we are investigating is not money spent. It is the leakages.


“For instance, I am supposed to pay XYZ amount of duty, I will abandon the documentation, go get fake documents, collude with customs, pay maybe a fraction of it and carry my goods. With that, the true import circle is not closed.

“Another instance is that assessment is abandoned, or I fill the form M for example with a pro forma invoice, apply for foreign exchange in Central Bank, XYZ amount of money is allocated to me, money moves in but no goods shipped.

“I will then go get fake documents, collude with customs and then retire the allocation.”

According to him, his committee had started investigating activities of companies and banks indicted in the matter.

He said, “We will not mention the companies involved because we are also very careful of the integrity and public perception of some of these companies, being that some of them are in the Stock Market.

“We will be diplomatic in carrying out this investigation. This is to the extent that little or no damage will be done to the integrity and image of such companies provided that government revenues in their hands will be recovered.

“I am sure that the executive arm of government will be willing and interested to ensure that the monies that are littered here and there are recovered.

“If they can pay up to five per cent to whistle blowers to recover money, it means in this case where no money is required or whistleblower required, they will be interested to do justice.

“Having gone through the legislations and books available to my office as it has to do with the administration of the customs service, it only implements policies made by the Ministry of Finance.

“So, it sounds very strange to hear that Customs gets up and says they are making a policy. That is what I am yet to understand and there is no way to fathom that before the law.

“The referral is already before us. I was waiting for him to appear before the senate before we commence a full blown investigation into some of those issues that have been referred to us.

“Concerning the suspended policy on payment of customs duties on old vehicles, the committee will continue to interface with the service to ensure that the policy is cancelled not suspended.

“The whole idea is about governance and governance is about the people and nobody is licenced or entitled to talk about the people more than the elected representatives.

“So in my view there is no hullaballoo. We will discuss with them and wise reasoning will prevail,” he said.

Twin 3-storey building collapses in Anambra State

An uncompleted twin three-storey hotel at Nkwo-Eziudo market along the Ogidi-Abatete road, Ogidi near Onitsha has collapsed with no case of death or injuries reported.

Residents of the area told the News Agency of Nigeria (NAN) on Sunday that the incident occurred on Saturday at about 2.30pm when workers had left the construction site.


NAN reports that more than 20 workers are always on site during the work hours

The Ogidi Divisional Police Officer (DPO), Mr Hassan Musa, told NAN he was yet to be briefed on the incident.

He said that the police would visit the scene and conduct investigations to ascertain the cause of the collapse. (NAN)

Couple Poisoned By A Food Vendor In Cross Rivers

Police have arrested and begun interrogating a man suspected to have masterminded the food poisoning that led to the death of a couple in Ogoja, Cross River State.

The suspect, identified as Paul Amon and said to be a food vendor, is believed to have intentionally poisoned the food as a way of getting back at people in the community.


Channels Television gathered that 41 of his victims have been discharged from the hospital, while the others are still receiving treatment at the General Hospital in Ogoja.Dr. Patrick Ubi, Medical Superintendent, General Hospital, Ogoja, where the victims were rushed to, said they ate from the same source, adding that it was regular for them to do so everyday between 9am and 10 am.


 “After two to three hours, those who ate the food started complaining of abdominal pain; some were vomiting while others were foaming in the mouth”, Ubi said.


 The suspect, according to a source, poisoned the customers as a way of getting back at them for an undisclosed reason.

Man allegedly battered by policemen in Abuja

"There is this road, we use to follow at the back of gwarinpa, once they locked galadima gate by 8pm,so I follow the road.

Next thing, some of those hoodlums around the area rushed out n blocked my path. While still arguing with them to let me drive through , the police men arrived, stating that they were the one that told them to block d road,

No wahala then, make I turn back begin go back, one of them wanted to enter my car, that I much follow them to station, they block the road, calling me armed robber, start dragging the car key with me, before l cld argue, one slapped me, while still arguing why he slapped me, others joined beating me with their gun butt. 

Even as I was still pleading with them, one even went as far as cocking him gun to shoot me, stating that I was an armed robber. All these person, I kept on advise was exactly is my crime to warrant these beatings. 

They, finally dragged me into their hilux in the process, lost my wrist watch and one of them drove to my car to their gwarinpa Divisional police station in 3rd avenue, I was in the station until after 1am,be for they released me, but they took my car papers and l also discovered that the little money, I had in the car has also disappeared, they held on to my car, insisting that I should come back to the police station with the originals of d car papers today, with the customs papers by 2pm today.

El-Rufai Asserts,I owe nobody apology over my criticism of Buhari’s administration

Kaduna State Governor, Nasir El-Rufai has insisted he owes no one apology about the memo he wrote to President Muhammadu Buhari, recommending that some reforms be made.

In the 30-page document, El-Rufai warned Buhari that some of the people around him are selfish and inexperienced. He made reference to the President’s Chief of Staff, Abba Kyari and the Secretary to the Government of the Federation, Babachir Lawal.


“The secretary to the government of the federation and the chief of staff do not have experience in public service, lack humility in addition to being insensitive and rude to virtually most of the party leaders, ministers and governors,” he wrote.

“The chief of staff is totally clueless about the APC and its internal politics at best as he was neither part of its formation nor a participant in the primaries, campaign, and elections.

“In summary, neither of them has the personality, experience, and the reach to manage your politics nationally or even regionally.”

The letter generated mixed reactions from different quarters, with a well-known critic of the Governor, Senator Shehu Sani,calling on the All Progressives Congress (APC), to punish El-Rufai.


But in an interview with Daily Trust, El-Rufai defended his decision to write the memo and denied leaking it to the media.

Asked if the letter had not caused a strain in his relationship with some of the people he mentioned in the memo, he said: “I know Abba Kyari well, he will not disagree with what I wrote there. He knows it to be true and he is not hearing for the first time.”

“Many people have complained about this, so I don’t think it will cause a strain in my relationship with the chief of staff because we have been friends for so many years. But anyone who feels he is upset because of what I have written, so be it.

“First of all, let me say that this is not the first memo that I have written to the president. From the time I began to interact politically with him since 2010, anytime I saw a situation requiring advice or change in direction, I usually went to discuss with him,” he said.


“I always said, ‘I will go and reduce it to writing so you can have a document to reflect upon and decide and guide your action.’

“This is not even the tenth memo I have written to the president. I have probably written more than 20 memos. I did this at various stages – from our days in the Congress for progressive Change (CPC), before the 2011 elections, after the 2011 elections, and during the merger process.

“I have always felt that my duty to him as my political leader is to pick up what he doesn’t hear, because as a lower level person, I get to hear more about what is going on. And if I see things going wrong, I have a duty to go to him and say, ‘This is what I’ve heard, the facts I have established and my advice on the way forward.’

“They are all problem-solving memos, they identify the problems, analyse them and propose solutions. So this is the spirit of all my memoranda to the president from 2010 till date.”

Buhari to pay a visit to Sambisa on Monday

President Muhammadu Buhari will visit Sambisa forest, the former stronghold of Boko Haram insurgents, on Monday.

This was disclosed by the Chief of Training and Operations, Nigerian Army, Major General David Amadu, during a press briefing in Maiduguri on Friday.


He said the President will be at forest to declare open the Nigerian Army Small Arms Championship, (NASAC 2017) scheduled to hold there.

According to him, the championship aims at testing and shaping the intelligence and professional capacity of the Nigerian Army officers and soldiers as well as equipment.
